Jill is my favorite character and I love her,but I personally have had some conflicting opinions on her past,though. So for anyone who's interested in my honest opinion:
The RE3 manual says Jill had experience training in the 1SOF-D Delta,but I'm very familiar with this kind of thing and have seen counter-terrorism units like SEALs (who are trained in the same CT techniques as Delta) in action in some legit documentaries,and I personally don't believe she carries herself like a Delta-trained operator. At times she also seems way too oblivious to her environment (like in the dead factory sewer when she walked right into the middle of a group of zombies without knowing it),something very uncharacteristic of a Delta operator. I'm not saying she can't be ex-military,but part of such a high-level unit? I'm not so sure... Plus,Delta wouldn't allow someone below their age limit into their training program just for "experience". She'd have served active duty at least a few years before they let her out.
On the PSOne I understand the limitations,but the Gamecude provided enough power to have given Jill the ability to better "demonstrate" what Delta supposedly taught her,in regards to her movements,awareness,ect (such as the FMV when she and Barry first entered the dining hall).
I realize everyone here most likely isn't as familiar with this stuff as I am,but in my opinion,she's probably either an ex-Ranger or (taking into account her bomb disposal marks mentioned in her profile at RE Fan) a former EOD (explosive ordinance disposal) specialist. But Delta-trained? No,clearly not.
But,like I said,just my honest opinion.

Jill's my favorite character too, but I can tell she dosen't act like she has that high a level of training either. Although she dealt with Nemesis pretty well, she definitely could've done better by putting that kind of training to use.
